Although the modest man probably won't comment about this, I do recall more than
one occasion when Marc McDougal recused himself from voting, both as a
Councilman and as Mayor. I looked at the A-J site and found an article in 1999,
which stated, "Marc McDougal's voting record shows that he routinely recuses
himself from matters involving McDougal Companies or any of its properties."
So he recused on anything that could be interpreted as conflict of interest.
Phyllis could have done the same and avoided showing blatant public proof that
she's been the Caldwell Councilwoman, among other things.
And I find it telling that NewsChannel 11 reports that Beane said "recuse," Bell
said "if any appearance of impropriety . . . recuse," and Keisling said, "he
would seek an opinion from the city." Huh? When did the city's opinion on
impropriety become the standard? Uh, I guess I know the answer to that one.
