LP&L's stated philosophy contradicted by Xcel deal

Dear Mr. Pratt:

The following statement is prominent on the LP&L WEBSITE……….I guess they will have to change their basic procurement philosophy…..

"LP&L’s basic procurement philosophy is that competitive participation of the business community is vital to our mutual welfare. [emphasis added] The Lubbock Power & Light Purchasing and Accounting Departments are responsible for the procurement of all supplies, materials and equipment necessary for the delivery of services, for contracting construction and professional or personal services and accounts payable. Consequently, the Lubbock Power & Light Purchasing and Accounting Departments are the only entity authorized to issue bid invitations, discuss price and delivery commitments and to release purchase orders and term contracts. For more information please contact:...."

Also, my understanding is LP & L is tax exempt but XCEL Energy was not. Who will make up the loss in tax revenue from XCEL? I smell an increase in LP& L billing rates or fees...
