AJ error? Isn't the Tech med school all about Delwin Jones

In the mudslide article about the passing of politico Otice Green, they quote Hance as crediting Otice with making the med school for Tech happen.

What?!?!? How can that be ??? I thought that Tech would have ceased to exist without Delwin. At least that is how the story goes if you hear the mudslide tell it. Otice was an interesting man.

From the Mudslide:

The chancellor said Green's political savvy played an important role in the creation of the Texas Tech Health Sciences Center during Smith's time as governor from 1969 to 1973. "That wouldn't have happened without him," Hance said.

That's right. For 20 years Delwin and the mudslide have attempted to make the case that the med school was all Delwin Jones. But there is much more to that story that few know - including accusations from others that Delwin appropriated their bill and put his name on it!
