is what insiders have long said is at the heart of the
so-called FBI city hall health insurance investigation. It's
actually looking at hospitals and price-fixing. Many sources

such investigations have happened in other places. By the
way, Bruce's comments are ridiculous in this story. Lubbock
hospital charges are among the highest in the state, higher
than many large cities and you are paying for it in higher

LP&L eliminates energy rival
- end of the much touted advantage of competition |
 |
Energy deal breaths life into
downtown development
- NO ONE loves downtown more than do I, but no downtown
redevelopment is worth this. Plus there were other options. |
 |
Government
utility LP&L to purchase Xcel Energy's Lubbock retail
electric distribution,
"Today's announcement would essentially eliminate LP&L's
competition" - do you
really think you win with less competition & your ONLY
provider a government entity? If so, you are on the same
economic page as the Obama-socialists.
 |
Removes major taxpayer from the
tax rolls on both the franchise tax and property tax |
 |
Leaves customers hostage to one
power monopoly still exempt from the retail electric
competition enjoyed in other areas of Texas |
 |
Ends Lubbock's major selling
point of "competitive electric providers" |
 |
Puts all energy eggs in the same
basket, a basket which just a few years ago had such a hole
in it the eggs were falling out |
 |
Further empowers LP&L to push
the City's political agenda to fit the needs of its board of
directors |
 |
Will eventually end all extra,
and responsive, services enjoyed by major LP&L customers
because the competitive environment will no longer exist |
 |
Puts more jobs under the
government umbrella as opposed to the private sector |
 |
Forces customers to use a
government owned utility instead of a private-sector
business, much like government healthcare |
 |
Claim that competitive service
is "inefficient" is the classic claim of all planned-economy
theory. It's disproved by the fact that the market currently
enjoys some of the lowest rates in Texas. |
 |
Claim that rates will not
increase as a result is an empty promise and impossible to
prove, especially when there will be no direct competitor to
which one can compare |
 |
Claim that competitive providers
is a barrier to downtown redevelopment is specious at best.
How does eliminating a major franchise and property taxpayer
in downtown Lubbock help the TIF in the long term? |
 |
For all the city leaders telling
you this is a good idea, here is the question: Have you been
misleading us for the last several decades when you claimed
that having LP&L was good because competitive electric
service was a major asset to Lubbock? Seriously, were you
saying such only because it fit your needs at the time? |

City bonds, state propositions on today's ballot |
 |
Member of the bond committee
writes, about the prop. 4 soccer fields: $16 million was
the last estimate given on the soccer fields to build
everything. $9 million was the scaled back number. At $9m
with 3500 soccer kids that comes to $2571 per participant.
(Not including a large amount of interest costs.) But wait,
there's more! At $250,000 a year in maintenance that’s
$71.42 per player! |
 |
$700 million city debt concerns watchdog group
- Honesty requires that the City
begin factoring in all service fees, and the massive
increases in such (i.e. water, storm water runoff, garbage,
etc.) in with the tax rate numbers as all pay these fees in
addition to the tax rate.
The KCBD story states: "If [the] bond election passes
then 5 cents would be added to the overall tax rate.
Currently for every 100 dollars you pay 44.6 cents and just
over 8 cents of that goes to pay off bond debt."
Friends that means that right now, 18 cents of every dollar
you pay in city taxes is going to bond principal & interest.
If you pay taxes on $150,000 in home value, ($669 in tax @
0.446) you are paying $120.42 just for debt service. |
 |
The City of Lubbock is paying
about 73.6 million dollars per year from budgeted funds to
pay for past debt incurred. Imagine how many "progressive"
things you could build or fund if $74 million were free to
spend each year! |
 |
A very important comparison on
debt load per resident is with other cities in this region
with which we compete for business and residents. We'll have
those numbers today on Pratt on Texas. |
 |
Lubbock's current bond
indebtedness with principal & interest is currently (without
the new bonds or those to fund the new water pipeline) is:
$1,008,202,870 OVER $1
BILLION DOLLARS!
Council is looking at issuing
$178,368,437 in additional debt
soon, that does not require a vote of
citizens, primarily for water infrastructure - this will be added to the figures below as
will any new bonds adopted by voters.

Local "Humane Society" griping about
Animal Shelter - Mayor is
showing leadership by saying the decision will stand. We would
have avoided some of the most deep reaching controversy in Lubbock
politics had Miller been able to lead, instead of cave, over the
original visitor center plan the council had adopted just before
he became mayor. Instead when an interest group popped up at the
11th hour, he caved and all spiraled out of control. |

Be-Nice Becky Garza's "retaliation" complaint made public,
complaint is here - poor
Becky can't take criticism, I wonder where she gets the idea that
her supervisors do not have the right to discuss her salary with
her? What a privileged life she must feel she deserves. And as to
the radio stuff: Umm, Becky, no one called me to tell me to talk
about you. My comments originated with me as I viewed local press
reports of your actions and your statements. As to the FBI,
everyone "cooperated" and if she had documents which she knew
implicated certain persons then she would have had an obligation
to go to law enforcement with those documents before the FBI
showed up. In other words, if she had documents she knew
implicated others of wrong doing, and did nothing with them until
the FBI demanded them, would she not be part of a conspiracy to
cover up wrong doing? Also note the admission that the Miller crew
did not perform evaluations - this is a major failing on their
part but Garza writes it as if doing evaluations is harassment. |

In case you were one of the few aware
of the West Texas Music Festival, it's been canceled.
Seems all that money paid to Caldwell to book such stellar acts as
people who already perform regularly at local clubs, just wasn't
enough to bring people downtown to stand in the street in the
weather. |
 |
Panhandle, Plains hurt by recession |
 |
Back in 2002, Caldwell was openly
discussing moving his personal focus to Fort Worth on a theater
there - saying that he
didn't plan to close the Cactus repeatedly had nothing to do with
whether he would still be working out of Lubbock. There is nothing
new in his leaving, he's worked toward it all along. Don't be
duped into thinking this is the direct result of some new
political deal. |
 |
Don's Gone? Lubbock arts, music
patriarch Don Caldwell plans to leave the city to seek new
opportunities for his business
- 2 things that need noting: First, Caldwell has been living off
of taxpayers for years receiving huge amounts from Tech, the City
of Lubbock and related entities such as the Centennial committee,
Civic Lubbock, and Broadway Festivals. And second, this is being
played as it is for political reasons but all should remember
this: Don announced years ago his intention to expand and/or move
operations to Fort Worth with a theater in the Stockyards.
Meaning, he's been planning to move business interests and
attention from Lubbock for years - he just waited until the gravy
train he was on derailed. |

Garza now "surprised" complaint is
public, blames an unnamed city rep.
- Could be, but this is part of her
problem and why she should go away. She assumes that no one else,
staff or even someone at another agency, could have spoken. Her
first quote to the media (AJ) is that it had to be a city
representative. From the AJ: "There is a formal administrative
procedure," Garza said before a morning council meeting. "I am
surprised that a city representative may have disclosed details or
documents of this case." I guess after keeping petition
verification secret, she figured everything could be kept secret. |

Be-Nice Becky
Garza, city secretary, reported to have filed complaint with Feds
over her treatment - seems she feels intimidated by councilmen,
who are her employers. "Retaliation" claimed.
- seems to me they not only have a right but a duty to discuss her
pay with her versus performance and to lower her pay if she does
not meet expectations. Mayor and council were expected by many
voters to clean house and instead they've only empowered their
enemies with ill-conceived attempts to get along. All the while
those enemies have been practicing sabotage in many ways against
the council. Open meetings violations happened under the Miller
lead council where we caught them very clearly but what did Garza
do? She played right along and did nothing to bring attention to
wrong doings. |
